Legalization is the provision of legal status to documents issued in one country on the territory of other jurisdictions. The procedure is carried out in respect of certificates of civil registration (birth, divorce, marriage, death, adoption, etc.), education, certificates, powers of attorney and other official papers. It is necessary to legalize documents if a person travels abroad in order to participate in certain legal relations, such as marriage, employment, education, or inheritance.
Ukraine has concluded bilateral agreements on mutual recognition of documents with some countries of the European Union, and no legalization is required to use them in the territories of these states. However, if a person plans to use documents in the territory of a state with which the relevant agreement has not been signed, it is necessary to give the documents legal force. Official papers containing a photo of their owner, such as a passport, driver's license, or pension certificate, are not subject to legalization.
The procedure is based on verification of documents by official bodies and their approval by the relevant seals - the Ministry of Justice, the Ministry of Foreign Affairs, the embassy/consulate of the host country.
